Essentially, all the distinguished Senator from Texas is asking is that we lay down the proposal, and if the NAC repeats the position that you just recited, that is the end of the purpose of the amendment. Therefore, I am wondering why we would preclude a simple act of a proposal being put before the NAC by the U.S. representative, not instructing the NAC as to what to do but simply to say, take it into consideration. It is a very simple, straightforward amendment.
