I wish to remind my colleague that we had, in the course of that debate on expansion in the same time period, led the way for Russia to begin to work with NATO, and while it wasn't a formalized treaty as such, it was a very interesting and unique arrangement between Russia and NATO whereby Russia would have a forum in which it could express its concerns and hopefully work cooperatively.
