I appreciate that. But I would also caution my colleagues that it is probably best to explore what has been done and also what should be done by the committees of jurisdiction. Otherwise, we should not have committees of jurisdiction; we should all just come to the floor with our ideas as to how best to address issues. I think the Armed Services Committee has a reputation, as one of the oldest committees in the Senate, of never shirking in its duty to address issues, including ones such as these.
