The intent of the proposed compromise is to keep the Department of Energy tritium program moving forward. The proposed conference agreement would require the Secretary of Energy to select his preferred tritium technology not later than December of this year, consistent with the requirements of the National Defense Authorization Act for fiscal year 1998. Although the Secretary would be prohibited from spending any money in fiscal year 1999 to implement the selected technology, he would not be prohibited from completing research, development, demonstration, or design activities, and, indeed, we strongly encourage him to do so.
