As Senators Byrd and Gramm and Baucus have said very clearly, when I met with them last night, I was given the assurance we did not break the budget, and I think the Senators have gone through that very clearly. We assure that every State gets a fair return, and 90 percent of the funds sent to the States under the formula is a fundamental principle of ISTEA II.
