Further, it is also my understanding and I wish to make clear as part of our discussion that this provision is not intended to give a priority to clean up sites in Narragansett Bay over other formerly used Defense sites that present a greater risk to public health and safety. The Department of Defense establishes the priority for cleanup of formerly used Defense sites on the basis of risk to the public. The Senate Armed Services Committee has long supported the Department's policy of prioritizing environmental cleanup based on risk. We stand committed to that principle today. I ask my distinguished colleague to confirm that he shares my understanding on these fundamental points.
