I thank the conferees for their hard work and diligent effort to accommodate the wide range of interests on this long-awaited legislation. I take this opportunity to make my position on the FAA conference agreement perfectly clear. There are three areas which I want to address. First, I am grateful to the conferees for the inclusion of my amendment delinking federal Airport Improvement Program (AIP) funds to Reagan National and Dulles International Airports to the confirmation of federal appointees to the Metropolitan Washington Airports Authority (MWAA). This provision ensures the release of $144 million to allow for critical safety and modernization plans to go forward. Second, I want to express my regret that the provision raising the Passenger Facility Charges (PFC) was included as part of the conference agreement. Lastly, it was my strong preference that no new additional flights be allowed into and out of Reagan National Airport. Despite my opposition, it was the will of the Congress to increase the number of slots at Reagan National. I will continue to oppose any increase in the number of flights at Reagan National. I am pleased with the inclusion of my amendment to give Reagan National and Dulles International Airports equitable treatment under Federal law that is enjoyed today by all of the major commercial airports.
