“I firmly believe that we can resolve with Russia any apprehension that they may have with respect to the development of this system in a manner that will pose a threat to them. As a matter of fact, I would argue it is in their interests that we have such a system because, should a missile be fired we could have some errors on our side, thinking a strike had been launched against us and suddenly trigger something against Russia. But how does the Senator from North Dakota answer the question: We have no arms control with China, yet they have the capability of an accidental firing. We have no arms control with North Korea, yet they are within 3 or 4 years of having a missile that could hit two of our States. What does the Senator say to those arguments?”
