My point is the Senator is correct. There is a risk from the suitcase. There is a risk from a berserk crew on a Typhoon submarine. And there is a risk associated with the accidental firing of a single, or perhaps two missiles against the United States. But the fact that we have a number of risks does not eliminate the responsibility of every Member of this Chamber to apply, diligently, every resource we have in this country to stop these risks.
