All I am saying to you is, if you just require the State, all right, if you don't do it, you will have to give up a little asphalt, a little more concrete, but in return we are saving lives, not only the lives of the young people in that car but the innocent victims, the passengers of another vehicle, or the pedestrian. For a very few cubic yards of concrete and asphalt, we may well save a life.
