Never should the United States allow Russia to veto any of our foreign policy. We always must do those things that are in our strategic interest. But I join the distinguished Senator from New Hampshire in his view that there is no rush to do this. It is a window of opportunity that Russia has seized upon to try to solidify their movement toward a solid democracy, try to solidify their struggle in the free market system of the world, at the same time they are dealing with tremendous political instability at home both in elective office and indeed in law enforcement.
