Senator, you walk straight into the constitutional separation of powers in your language and you say: The Secretary of State shall--that is a direct order--notify other parties to the Geneva Conventions. You are putting a direct order to the executive branch. I say that is a transgression of the long constitutional history of this country and the doctrine of separation of powers.
