I find myself in a very awkward position in that I am going to support that--not today but eventually if this motion of the Senator from Virginia prevails. Then the committee of jurisdiction, the Finance Committee, presumably will take up this subject, and hopefully enact legislation, if not identical to those of the Senator from West Virginia, certainly to achieve the same goals. What the Senator from Virginia is doing is very simple at this moment. That is, the Senate conducts business in a certain way. We respect the jurisdiction of our several committees. We respect the chairman of those committees to ask a fellow chairman such as myself to protect the jurisdiction of that committee and to allow the Finance Committee in this instance to do the legislation. That is the sole purpose of my motion to table, because someday the Senator from Virginia will cast a vote to achieve the goals that the Senator from West Virginia, I think, has very properly raised today as a matter of great need to our veterans. Mr. President, I yield the floor.
