It seems to me--and I think your example earlier was dead on--that when the developer says it is easier to go do that greenfield site, to develop that commercial shopping center--let us take that example--the cost equation that goes into the developer is really the cost of the land, the cost of the processing permit, but the added infrastructure burdens that we, the public, have to pick up, to take on, to build the road infrastructure to get to that shopping center is never factored in.
