I rise to offer new legislation that I urge all my colleagues from both sides of the aisle to support. The legislation we offer today, the Government Performance and Results Modernization Act of 2010, is directly aimed at improving operations and quantifying results across the Federal Government. I think most of my colleagues know I am a business guy. In fact, I have spent more time in the business world than in the public sector. I have always tried to apply commonsense business practices to the work of government, in my former job as Virginia Governor and now as Senator. This is a point I think most of us on both sides of the aisle would acknowledge: If I ran a business or if we ran any business the way we run the Federal Government, I would be out of business in short order. If we do not change... our government might get run out of business as well.
