it is a perfectly reasonable request. I fully wish to accommodate my colleague's wishes. We will lay this amendment aside. But I would like to draw attention to the fact that the subject is one which has been under constant review, the subject of five hearings in committee over a period of time. It is so important, I would like to have this bill start off with the amendment. I am hopeful, with the concurrence of the leadership, we can address this amendment this evening. I am perfectly willing to lay it aside now and let colleagues come over and speak to it, as you say, and take such parliamentary steps as they so desire.
