Well, one of the things that could help move us forward and stop some of the forum-shopping that goes on by companies--and I hope Secretary Yellen will be successful--is having our partners in the OECD set some level of minimum corporate tax rate so that you cannot escape to the Ireland-type tax havens and, in a sense, avoid obligation.
