I wish to convey to the Senate my strong support for S. 257, which was introduced again by Senators Cochran and Inouye. This is a very important and timely bill which deserves overwhelming support in the U.S. Senate. S. 257 was referred to the Senate Armed Services Committee early this year, and after consideration, the bill was reported out of committee favorably on a bipartisan basis. Mr. President, even once S. 257 is enacted, the administration and Congress will decide, on an annual basis, how much to spend on NMD, pursuant to the normal authorization and appropriations process. Such spending decisions will be informed by the best information available each year regarding technical progress in the program and the status of the threat. I also heard that S. 257 would make no contribution to the development or deployment of an NMD system. I do not agree, most respectfully. Commitment to the deployment of an NMD system will have two crucial impacts on the security of the United States.
