My friend used the term this amendment ``reauthorizes.'' I say to my good friend, Congress had nothing to do with it. This is a panel of the Secretary of Defense. The amendment language says ``to reconvene.'' It is not necessary to reconvene something which is ongoing. I want accuracy in this debate.
