I say to my colleague, in brief, the answer is yes. Consistent with the committee's previous actions, we would address any schedule our funding shortfalls identified in the Secretary's plan and budget request. We fully expect that Secretary Richardson will submit the required plan on time and that the plan will include a credible budget request for this important program.
