“The amendment would limit the use of funds authorized for the Cooperative Threat Reduction Program pending certification of the following: First, the United States and Russia have successfully completed a joint laboratory study evaluating the chemical weapons neutralization process; second, that Russia is in the process of preparing a comprehensive plan to dismantle and destroy its chemical weapons stockpile; and third, that Russia remains committed to resolving the outstanding issues regarding its compliance with the 1989 Wyoming memorandum of understanding and the 1990 bilateral destruction agreement. This is a very important amendment. We urge its adoption.”
