I first thank the leadership of the Senate, and my distinguished ranking member, Mr. Levin, for hanging in as we had to move this bill under some difficult circumstances in the last 30 days. I wish to pay a special respect to all members of the Senate Armed Services Committee. We conduct our affairs as best we can in the spirit of what is in the best interest of our Nation.
