“I was much taken by the remarks of the Senator from North Dakota. I have great respect for the Senator from North Dakota. I tell you, you do a lot of homework. You do a lot of independent work. And while I do not have the expertise with regard to the reservations that you have, any of us listening to your comments would immediately come to the conclusion that we better step in to help.
