Madam President, I rise to speak about a subject which I know I and the Presiding Officer and a number of our colleagues have spent an enormous amount of time on; that is, the challenges of our fiscal circumstances. Before I start, I wish to join with so many of my other colleagues who have come to the floor in the last few days to celebrate the legacy of our departed colleague Senator Inouye. I didn't know him as long as many of our colleagues did, but in the 4 years I have served in this body, he was truly someone who was always a gentleman and represented the best of what I think the Senate is all about. The Fiscal Cliff I wish to, as I mentioned, spend this time to speak about the need in our country to have a balanced deal on the debt and deficit and to avoid the fiscal cliff. We have witnessed these conversations going back and forth between the President and the Speaker, hoping--I think speaking for many--they would reach some deal. I am very disappointed by the recent actions of the Speaker and his so-called Plan B--a plan that would do nothing to make a significant dent in our fiscal challenges. I think many of us on our side, and I imagine many on the Republican side, realize it is not an approach that will get us where we need to go. There have been many of us in this body who have been working on this issue for a number of years.…
