I accept the proffer. Mr. President, while the Senator is on his feet, I say to the Senator, you say that this mandate is going to take some money from the bill. I have added up a number of mandates that our committee has put into this bill which are funded out of highways. Two of them, I commend you for. One is the NHS connecters--that is connecting some of our local systems to the interstate--which are valid. That is $900 million. Safe roads and paths to schools--that is a mandate. I commend you for that. That is $312 million. And Railroad diversion of highway funds, $893 million. It goes on and on. I have to tell you, I think this is a well-crafted bill. It has my support. The chairman knows that. But, please, do not point the finger to me as if I am the only one who put a mandate in to help the little fellows. They are in here, plenty of them.
