I suggest we make this the pending amendment, lay it aside such that the Senate can proceed to the votes on the other two amendments. I don't know that there is any urgency. As long as it is the pending amendment, it can be brought up at any time the Senator from West Virginia so desires, either to be amended or voted in its present framework.
