“This Senator is in favor of supporting a system that could perhaps interdict up to 10, 12, 15, maybe as many as 20, certainly not an exchange as was practical, that potentially could have occurred between the former Soviet Union and the United States. China's total arsenal we have agreed we should not discuss here, but it has numbers that could approximate those amounts of exchange. That is not an accidental firing in reality or unintentional to send 10 or 20 missiles. Nevertheless, the system should be built to cope with it.”
