“I make these few remarks concerning the Reed amendment now before the Senate. With the modifications that I have proposed and the majority has accepted, I am not objecting to the inclusion of this amendment in the defense authorization bill. These modifications were at the request of the Department of Defense. But I do have concerns with its substance, concerns that are shared by the Administration and, specifically, the Director of the Missile Defense Agency.
