Underlying this is clearly the readiness issue. It is not just the Kosovo operation, but it is how our troops are spread throughout the world. We are speaking in this amendment to a discipline that could well apply to the next mission, wherever it may be, or an existing mission. It is simply the accountability of the Congress of the United States in the expenditure of these funds to exercise a voice.
