We have to decide on the facts as they exist now, and I think our Government has. But even in the recent words of the President, he wants to intensify the participation of other nations in this situation. My colleague, Senator Lugar, in preparing our amendment--and he is quite expert in this area--has a considerable portion of our amendment--again, a sense of the Senate--directed at steps our country could be taking to augment those steps already taken. He recently met with the Secretary of State. They had a discussion here a few days ago, prior to our entering the amendment on this very matter. So we are moving forward. I think my colleague and I have no difference on the need to involve the border states and other Muslim countries of responsibility.
