“the press have reported comments made by a general officer, General Boykin, and those remarks have been the subject of considerable concern. They are also regrettably a subject of great discussion in the Arab press. I also am concerned, and I rise to advise my colleagues and others of a recommended course of action. Nevertheless, there are allegations with regard to these remarks that have been reported in the press.”
