The reason this is on this bill, I say to the chairman of the Armed Services Committee, is that we have been unable to propose an amendment on any bill so far. This has been the first opportunity. I regret doing so. But I was willing to enter into a time agreement to get this done. I must tell my friend we will continue on this issue until we resolve the objections that may exist concerning it. It is too important.
