if I might, if I could restate what the Senator is trying to achieve with his amendment, is simply to say when NATO establishes the military requirements of three new nations, the costs associated with each of the nations and their ability to reach that requirement, the U.S. States taxpayer will pay no more than 25 percent of that cost, and 75 percent is then to be allocated among the remainder of the nations. It is as simple as that in clear English language.
