I join my Virginia colleague Senator Tim Kaine in expressing concern over the chairman's measure to cut $1.7 billion in funding from specific operations and maintenance accounts in an effort to streamline defense headquarters functions. The Department of Defense is in the midst of implementing a 20 percent headquarters reduction that defense officials have planned over time to ensure that consequences of the reductions are known and managed. Like my colleague, I am concerned that the chairman's proposed legislation would require additional headquarters reductions, the results of which have not been properly considered. While I support continued efficiency gains within the Department of Defense, including--where merited--reducing headquarters functions, I believe that before such cuts are taken, the Department must conduct a thorough analysis of the best methods to streamline their organizations for the most efficient staffing solutions while remaining viable and effective. At a time when department officials are managing through enormous budget pressure in an increasingly complex national security environment, I fear the Department will be forced to reduce funding to critical programs. Finally, the men and women who will likely bear the brunt of these cuts are performing the very work that Congress charged the Department of Defense to conduct.…
