I, with modesty, mention the fact that in the period when the ABM Treaty was negotiated, I was privileged to be serving in the Department of Defense and, more specifically, under the Secretary of the Navy. I followed the preparations and the negotiations for the ABM Treaty. Mr. President, it was my privilege to accompany the President of the United States and the Secretary of State and our chairman to Moscow in May of 1972. My principal responsibility was to conclude the negotiation of the Incidents at Sea Treaty, on which I have been the principal negotiator, and to be the signatory on behalf of the United States on that Executive agreement with the Soviet Union and with the Soviet Navy.
