“Mr. President, this is one of the most important subjects I have had the privilege of addressing in my 30-some years in the Senate. I and many others will rise in connection with this bill in support of the FISA Amendments Act. It is a critical piece of legislation for America's present and future security. It achieves an important balance between protecting civil liberties and ensuring that our dedicated intelligence professionals have the capabilities they need to protect this Nation. The bill ensures that the intelligence capabilities provided by the Protect America Act, enacted in August of 2007, remain sealed in statute. I cannot overemphasize how important that is to ensuring our Nation's security.”
