“Let me point out, I say to my distinguished former leader, that the original Thune amendment that was offered, I think, Thursday or Friday night and was the subject of a detailed colloquy between myself and the distinguished Senator from South Dakota, is still at the desk, and then this amendment that I read to you is the final paragraph in an amendment which is identical in every way to the one we discussed--Senator Thune and myself--on Thursday night. With the exception of the last paragraph in that amendment, it has been changed to read the same as this one.”
