“I anticipate it will be a vote of resounding support for this initiative and this resolution. It sends a signal far beyond the shores of our Nation. We take great pride, the entire Senate, in this magnificently trained individual. He has trained almost all his life to take on these responsibilities. At a very young age he began to assume the mantle of responsibilities of foreign affairs. We are fortunate to have him at the helm, together with his distinguished colleague, the Senator from Delaware, Mr. Biden, who likewise has spent much of his life in the field of foreign affairs. These two fine leaders bring to this Chamber this important piece of legislation which has my strong support.”
