I think we're probably going to see an awful lot of disclosure, which is certainly something I've been advocating. I think it helps -- it certainly helps the President, the more of it that comes out, the better.

Technically, yes, but it has been made so thoroughly cumbersome and expensive that it has proven impractical for States to use it.
