I have great pleasure in submitting to the Senate, for its ratification and approval, a treaty which has been concluded between Mr. Cushing, the United States commissioner, and the Chinese Empire.

I transmit herewith additional documents having relation to the treaty with China, which may enable the Senate more satisfactorily to act upon it.
It is only after acquiring Texas, that the question of boundary can arise between the United States and Mexico.
Some action on the part of Congress seems desirable in order to give full effect to these important concessions of the Chinese Government.
The special mission authorized by Congress for this purpose has fully succeeded in the accomplishment so far of the great objects for which it was appointed.
