In compliance with your resolution of the 26th ultimo, I herewith transmit a report from the Secretary of the Navy.
I regard the question involved in these proceedings as one of vast magnitude.
The negotiation failed, however, in this particular, out of no disinclination to abide by the terms of the treaty on the part of the Zollverein, but from a belief that it would not fully comport with its dignity to do so.
To the House of Representatives of the United States: I transmit to the House of Representatives a report from the Secretary of State, with documents, containing the information requested by their resolution of the 26th ultimo.
