I would say first to the Senator that I had the privilege of being the Assistant Secretary of Defense for Reserve Affairs for 3 years, where we had oversight of the National Guard and Reserve programs during a very critical time when we were transitioning into what we called the total force concept, and the President's use of the Guard and Reserve is certainly something we were not contemplating in the 1980s. But this amendment sets a floor for the Guard and Reserve of a 3-to-1 ratio with a goal--a written goal--in the amendment of a 5-to-1 ratio, which is the traditional standard.

I respectfully ask the Committee to work with me to bring this legislation to the Senate floor.
If we stand for anything as a country, then we would have an obligation to declare those sorts of acts of a magnitude that we would not recognize the validity of that government.
We do support the validity of internationally accepted Exclusive Economic Zones, those that are set out under basically agreed-upon international law.
