I would say that an enormous amount of work has gone into this piece of legislation, as we all know. I appreciate all the energy that the Senator from North Dakota has placed for years on the interests of the American worker. I share those interests. This amendment that I offer is based on two things. One is fairness to everyone, including the American worker, and the other is the practicality that is this particular part of the legislation.
