I have to express my agreement with Senator Lugar's comment that if we were doing a military model right now, I don't think any of us would be sitting up here saying, 'Oh, it would be 100,000 troops and spending $120 billion a year in Afghanistan.'

I would say this is one of those moments we will look back on clearly as a historic turning point.
Those are basically tactical questions. It also affects issues of sovereignty. Those are strategic questions.
I believe it is well past the time when the questions and concerns raised here today were compelling.
