Right. So they could be separated out if an Executive decision were made on these other areas you're talking about.
Just to be clear in our understanding, that conceivably could be done and still separate out the bad actors that you were discussing in your testimony?
I think that if we as Congress would actually say that this is a commitment we want to follow through on, that we could find a way to do it if we are willing to take on entitlements, if we are willing to take on the rest of the budget…
