I am not going to sit here and let everybody throw the dart at the White House saying the President violated this and that when he was the first President to ever say I accept the constitutionality of the War Powers Act.

We do support the validity of internationally accepted Exclusive Economic Zones, those that are set out under basically agreed-upon international law.
I am committed to trying to make this policy work, at the same time to reduce the frictions that are causing it problems.
