I respond because the chairman of the committee suggested that this is about a political insurance policy. Political insurance policy? We are trying to find the money for an insurance policy to protect the lives of American citizens. Let me remind the gentleman that in his budget, as to interoperable communication grants for local law enforcement, $85 million last year, zero this year. Metropolitan medical response teams, $50 million last year, zero this year. Urban search and rescue grants, $60 million last year, zero this year. The COPS program was cut by $600 million. Go down the list. We are talking about taking money away from insuring the lives of our citizens. Put this money back where it belongs.
