Mr. Chairman, I want first of all to express my appreciation for the cooperation of the gentleman from North Carolina (Mr. Taylor), which has enabled us to craft a good bipartisan bill which should garner the support of the full House. Paramount among our objectives has been the need to ensure that the legislative branch agencies have the resources they need to fully carry out their missions. These agencies are the vital elements of our democratic process. I believe they are properly treated by this fiscal year 2002 appropriations bill. The bill prioritizes our capital improvement programs. It confronts, not defers, personnel issues such as an aging work force and retention challenges, and it funds several new technology projects that will allow us to perform our work more efficiently, and to make this work more readily available to the public and to preserve it for posterity.
