I would remind my colleagues what we are talking about are young girls, young girls in trouble, young girls who are unmarried, young girls who invariably, according to the statistics, have been impregnated by older men exploiting them. We are talking about situations that are not common. It is common for parents to be responsible, to be nurturing, not to be punitive, but that is not always the case. I do not think we should be legislating morals when we do not know the individual circumstances that may apply. I think we should leave this to the States. We should not have legislation that is as punitive as this. I think it is regressive, and I would hope we would vote against it.
