The administration would like us to believe that the 15 prisoners that were very recently sent to Guantanamo are typical of the other 772 that have been sent there over the last 4 rac{1}{2} years. Many of them are still languishing 4 rac{1}{2} years later, even though only four of those 772 have ever been charged with a crime. In fact, only 8 percent are alleged to have ever acted as a 'fighter' against the United States. Only 5 percent were actually captured by American forces. The vast majority were turned in for bounties by Pakistani or other northern alliance Afghan forces. That is why, Mr. Speaker, we need to shine the light of the law on this situation, to ask the administration what are they going to do about people who are being illegally detained there without charges and with no plans as to how to fix this situation, which continues to undermine America's reputation and credibility throughout the world.”
